That's why The Privy Council, founded in 1997 to promote a working system of public toilets, established more-public-toilets-ny.org. With inconspicuously-placed cutouts of a man urinating, makeshift toilets and complimentary toilet paper, all bearing the Web site address, the Privy Council raised awareness of the problem to new levels, drove people to the site and offered solutions.
