"When Wake Tech Community College created their own police department, budgetary constraints compelled them to buy white cars rather than matte black ones. In designing their vehicle fleet and uniform patches, Baldwin&'s challenge was to avoid the traditional 'black-and-white' police design in favor of something that would work with many different car body shapes."
